The time for observations is now past! It is no longer about negotiating a new hypothetical agreement on the environment. Such an agreement would indeed risk adding up to the already existing hundreds of agreements, whose application and sanctions have become increasingly unreliable.
The time has come to recognize the only real subject: the responsibility of humanity towards itself, the living species and the planet which hosts and sustains all life.
Such is the purpose of the Universal declaration of humankind rights and duties (DHRD) which distinguishes itself from the other initiatives. The current state of the world makes its adoption as necessary as it is urgent.
This statement goes beyond prior declarations, which were limited to the recognition of new rights. By proclaiming as many duties as rights, the DHRD reminds there cannot be one without the other and that the rights of future generations as living species are all duties for the present generations.
This statement is not an additional text on the climate or the environment, even if in this area all the warning lights are flashing. The
DHDR affirms that there can be no sustainable future for humanity, without recognition of: responsibility in the conservation and use of resources, intra and intergenerational equity, the humanization of technological progress, in a healthy environment.
This Declaration is not a text for the sole use of States, which often present a short-term vision, and which are in the long term management, followers rather than precursors. This text is the only one today that can be signed by all the actors of humanity, from the simple citizens to the states by way of the local authorities (cities, regions), the parliamentary assemblies, local and national bar associations, the NGOs, the universities and businesses concerned about their responsibility.
The Universal declaration of humankind rights and duties is not an international convention intended to be negotiated between States until it loses all its substance and constraints. It is a simple text, translated in most of the languages used today in the world, which must become a basic text, of which every citizen, every community, every entity can claim the principles.
